Meet Crystal
Crystal Francis, Ph.D., is the Democratic nominee for Baltimore County Council, District 5 (which covers parts of Chase, Kingsville, Middle River, Parkville, Perry Hall, and White Marsh). She is running to ensure women and diverse communities have a voice on the County Council. Crystal grew up in Turner Station and has strongly advocated for communities on the east side of Baltimore County. As the daughter of two United States Army Veterans and a World War II veteran's granddaughter, she continues to carry on her family's legacy of public service.
Dr. Francis spent the past 14 years working as a bipartisan public policy expert at the U.S. Social Security Administration advancing economic income security for seniors, families, and people with disabilities. She spent the past ten years consulting on policy resolutions that save taxpayer dollars, create healthy neighborhoods, remove inequities in the justice system, and reinvest savings into communities and schools. She spent the last two years partnering with the county and the local police department as the community representative for the Equitable Policing Advisory Workgroup.
Crystal is a legislative advocate fighting for healthy communities, safe neighborhoods, and strong schools. She is a Dundalk High and Sollers Point Southeastern Technical High School graduate. She earned a Bachelor of Science degree in Criminal Justice, Pre-Law from the University of Maryland Eastern Shore, a Master of Science degree in Homeland Security Management from Towson University, and a Doctor of Philosophy degree in Public Policy and Administration from Walden University.
Dr. Francis currently works at Georgetown University McDonough School of Business as the Associate Director of the Pivot Program, working to make economic independence a reality for returning citizens through access to education, employment, and entrepreneurship. She is the immediate past Chair of the Baltimore County Democratic State Central Committee and former At-Large Delegate for the 2020 Democratic National Convention. Crystal volunteers as the Vice Chair of the Maryland Alliance for Justice Reform and is a proud member of Delta Sigma Theta Sorority Incorporated and the Fulbright Association. She understands the power of collective impact and wants to partner with you to keep District 5 and Baltimore County a great place to live, learn, work, and stay.
